<p>Skiing has been part of my life for as long as I can remember. I don&#8217;t know why my parents decided skiing would be our family sport. They were not avid skiers, and we didn&#8217;t live in a ski town. Whatever the reason, I was on skis at 3, and my love for the sport began. We would spend every weekend in the winter on the hill.</p>
<p>When I was 15, I became a ski instructor. Skiing is my passion. I love being out on the hill, and I love the mountains.</p>
<p>As I grew older, skiing was still part of my life, but it became a hobby. I went to university and got a job. I started a family, and things were going well. I would ski weekends at our small local hill, but it was slowly being relegated to an afterthought.</p>
<p>That all changed seven years ago when I left my corporate job. It was time for a life choice: continue with my career or make a change. With some savings in our account and dreams of powder turns, I leapt. I left my job and moved our family to a ski town in Japan.</p>
<p>It has been seven years since we moved to the mountains, and it has been filled with joys, challenges, and, of course, skiing. In that time, we have operated two hotels and a restaurant and weathered the storm of Covid. It has been a hell of a ride, and not without its difficulties. Despite the challenges, I would never return to working a corporate job.</p>
<p>Read on to discover the challenges we faced while building a business and our dream life in a small mountain town.</p>

<h1>The Challenges of Running a Small Business in a Ski Town</h1>
<h2>1 &#8211; Seasonal Customers</h2>
<p>The highs and lows of running a business in a seasonal destination, whether a ski town or a beach destination, are extreme. During the winter, the city&#8217;s population triples in size. In the span of 4 months, we get 400,000 tourists visiting our small village of 5,000 people.</p>
<p>The influx of customers is terrific for business but not always for sanity. Imagine the demand for your products skyrocketing for four months and then crashing back to almost zero as soon as the snow starts to melt.</p>
<p>As a business, you need to develop systems and processes to adapt to the extreme shifts in market demand.</p>
<h3>Choosing a Business Model</h3>
<p>There are generally two models to choose from when you <a href="https://mykhumphrey.com/low-cost-business-ideas-with-high-profit">decide what business to run</a>. You can cater to tourists, or you can cater to residents. The best businesses are the ones that can manage to do both.</p>
<p><strong>Catering to Travelers</strong></p>
<p>With this model, you fully embrace the higher-paying tourists. You charge higher prices and focus on optimizing your returns for tourists. During the low times, you minimize your expenses and either shut the business down or drop prices and try to scrape by attracting lower-paying guests.</p>
<p>This is how we operated when we ran our hotel. We were very strategic with our opening dates and only worked during the peak season. During the slow times, we shut down the hotel, went into maintenance mode, and did upgrades.</p>
<p>This worked well when there were lots of guests, but if you have a terrible snow season or a global pandemic, for that matter, you can run through your reserves quite quickly.</p>
<p><strong>Catering to Local Customers</strong></p>
<p>Your goal here is consistent revenue throughout the year. You have to choose your prices to match the local market. Your customer base is smaller during the low season, but during the high season, your revenue jumps drastically.</p>
<p>This is the model we use to run our restaurant. We live and work in the community year-round and provide good food options at reasonable prices regardless of the season.</p>
<p>By establishing relationships with residents and business owners within the community, you can develop a strong clientele that will sustain you throughout the year. Those relationships help you to flourish during the high season when residents recommend your services to travelers in town.</p>
<p><strong>Catering to Locals and Tourists</strong></p>
<p>Matching both markets is a tricky needle to thread, and I haven&#8217;t seen many businesses do this successfully. Essentially, you must provide a service that can increase prices during peak times without alienating local customers. The closest we came to this was with the hotel, which had peak and low-time pricing. But this isn&#8217;t catering to local businesses; it&#8217;s just modifying your pricing to match traveler demand.</p>

<h2>2 &#8211; Staffing</h2>
<p>Ski towns have some unique staffing issues that can be challenging for <a href="https://mykhumphrey.com/low-cost-business-ideas-with-high-profit">small businesses</a> to overcome. The small local population combined with the boom and bust market makes staffing one of the most difficult things to deal with.</p>
<h3><strong>Staff Training</strong></h3>
<p>In a ski town, the money-making window is short, and staff is transitory. We hired 5 &#8211; 7 staff during peak season to help run the hotel. They would arrive early to mid-December, 1 &#8211; 2 weeks ahead of our first guests.</p>
<p>We rarely had repeat staff, and they had to be fully trained before the Christmas rush. It was trial by fire. You have to get them up to speed in 2 weeks so they can provide the best customer service possible. When the guests do start to arrive, it&#8217;s crunch time. You are running at full capacity almost immediately.</p>
<p>It&#8217;s the perfect storm. You need to hire the right people and have outstanding training programs and processes in place so they can hit the road running as quickly as possible.</p>
<h3><strong>Finding Good Staff is a Challenge</strong></h3>
<p>While this may be true for any industry, working in a ski town is appealing because you can ski. There is always a balance between finding a good employee and their desire to hit the hill.</p>
<p>As soon as the ski season starts, it&#8217;s too late to hire someone new. You better find the right people at the beginning and make sure they are doing a good job. Having to fire underperforming staff mid-season is a considerable risk.</p>
<p>You have to weigh the negative impact of keeping the employee on versus the risk of being short-staffed.</p>
<p>I have been through both experiences, and it was better to let the person go instead of hanging on.</p>
<p>Here are some tips for finding good staff.</p>
<h3><strong>Ask For Recommendations</strong></h3>
<p>Ask previous and current employees if they know anyone who would be a good fit. Check with friends and family or other business owners in the area.</p>
<h3><strong>Watch Out For Red Flags</strong></h3>
<p>Trust is critical; skills can be taught, but trust and work ethic can&#8217;t. During the interview process, look for signs that there may be issues. Identify them immediately and be upfront. Don&#8217;t move on until you feel entirely comfortable.</p>
<p>Check references. Call them and have an honest conversation. Ask what issues they had with the employee.</p>
<h3><strong>Use Contracts To Your Benefit</strong></h3>
<p>An employee contract goes a long way to establishing a good relationship with an employee. Reviewing and signing a contract makes your relationship official and keeps your employees committed.</p>

<h3><strong>Retaining Staff</strong></h3>
<p>The boom-bust nature of the ski industry means you can&#8217;t always keep staff all year long. The business can&#8217;t sustain employees during the low season. You always run a skeleton crew during the off-season and go into maintenance mode.</p>
<p>This means retaining good employees is hard. Expecting people to stick around and barely make enough money to live is unreasonable. Here are some ways to keep staff all year round.</p>
<h3><strong>Provide Extended Vacations</strong></h3>
<p>Give staff the chance to take time off during the shoulder seasons. They can take the opportunity to travel or go home to see family.</p>
<h3><strong>Reduce Staff Living Expenses</strong></h3>
<p>Consider alternative living arrangements or provide food through your business.</p>
<p>Collaborate with another business and offer a trade. Provide your services in exchange for cheaper accommodation for your staff.</p>
<h3><strong>It&#8217;s Hard Work</strong></h3>
<p>You have to make hay while the sun shines. For 4 &#8211; 5 months, you run flat out. Not only that, it&#8217;s playtime as well. You want to be out on the hill as much as you want to run your business. It&#8217;s easy to be understaffed and run your employees ragged. It&#8217;s a 4-month whirlwind of activity that can be hard to handle.</p>
<p>The critical takeaway is good hiring, training, and processes/systems. Watch for red flags when hiring staff; do not ignore your feelings about people. Don&#8217;t get me wrong, I have had some exceptional employees, but I&#8217;ve also had some horrible ones. Getting staffing right is crucial to making your small business work in a ski town.</p>
<h3><strong>One-on-one Training</strong></h3>
<p>When you&#8217;re in the thick of things, spending an hour or two with your employees teaching them may feel like a waste of time. But this is time well spent. An hour now could save you 10 &#8211; 20 times that time later in the season.</p>
<h3><strong>Learn From Other Businesses</strong></h3>
<p>We have friends who manage a hostel. They offered to take us through the building to show us how they managed their property. Here are some of the changes we made:</p>
<ol>
<li>We added a self-check-in process for late arrivals</li>
<li>Better Signage</li>
<li>Better local information Kiosk</li>
</ol>
<h3><strong>Hire an Expert</strong></h3>
<p>If you&#8217;re unsure how to get better, find someone who has done it before and offer to pay them for their time. Have them watch how you run your business. Then, get them to make recommendations on how to improve.</p>
<h3><strong>Lessons Learned</strong></h3>
<p>After the season, talk with your employees about how things went. What things did you do well, and what could be improved? What pain points did the employees experience? Your perspective and the perspective of your employees will be different, and it&#8217;s essential to record what you learned.</p>
<h3><strong>Document</strong></h3>
<p>Solid documentation can be a great way to leverage your knowledge and compound your efforts. Keep records of everything you do. I like to use a Google Folder to build up a library of procedures. Whenever I need to use it, I review it and try to improve it. Things to document:</p>
<ol>
<li>Role Descriptions</li>
<li>Job Postings</li>
<li>Marketing Materials</li>
<li>Standard Operating Procedures</li>
<li>Annual Schedules</li>
<li>Maintenance requirements</li>
<li>Licensing renewals</li>
</ol>
<p>This list will depend heavily on the type of business you run.</p>
<h3><strong>Implement</strong></h3>
<p>Last but not least, implement. If there is no action or change, then nothing will improve. I like to use project management software like Asana or Wrike to break everything down into manageable tasks. It will eventually get done as long as it&#8217;s written down and recorded.</p>

<h2>3 &#8211; Cashflow Management</h2>
<p>Cashflow is king, and managing your finances through a ski town&#8217;s boom and bust cycles is tough. Your business depends on tourists arriving at the start of the season to keep it running.</p>
<p>Building a reserve that sustains your business throughout the year is essential. But you also need to balance this against re-investing in your business. Cash sitting on the books doesn&#8217;t help your business grow and expand.</p>
<h2>4 &#8211; Work-Life Balance</h2>
<p>Running a business in a ski town is not all fun and games. You must be organized, stay on your toes, and manage your time well. It can be easy to get overwhelmed by the pace.</p>
<p>You can use the winter playground if you manage your business well and have the right staff. However, if you don&#8217;t, you will run yourself ragged, trying to keep everything afloat.</p>

<p>So, if you&#8217;re considering launching a business in a ski town, remember these points.</p>
<p>First, be prepared to put in a lot of hard work. It may not seem glamorous, but running a ski town business takes dedication and determination.</p>

<p>Third, hire and train the right people to help you build a successful business. Finding and building a great team will make your life more enjoyable in the long run.</p>
<p>Finally, take advantage of where you live. Enjoy the mountains, the people, and all a ski town offers. It&#8217;s an incredible experience and one you won&#8217;t want to miss out on. <h3>Starting a business the old way is hard</h3>
<p>On an Idea Friendly visit to Jackson County, Kentucky, I visited with a group of artists/entrepreneurs. This group had created a loose organization called the Jackson County KY Creative Community. They wanted to start businesses, but were not ready to get a building and go through the extensive process of starting a business. Some needed to see if their work had a market and value to the customer. They felt stuck. Product and excitement, but no money to get their businesses off the ground.</p>
<h3>Smaller steps to try first</h3>
<p>We had gathered in an art studio in McKee, KY. There was lots of discussion around taking smaller steps to start your business.</p>
<ul>
<li>You could <strong>sell online</strong> in places like Etsy or eBay.</li>
<li>You could ask a local business if you could have <strong>just one shelf</strong> to sell your product on.</li>
<li>Or <strong>showcase your artwork on an empty wall</strong> in a place like the bank, or the insurance agents office.</li>
<li>You could <strong>set up a card table</strong> at an event and sell from there.</li>

<h3>Try using an empty lot</h3>
<p>The group shared there was a car show coming to town soon. How could they piggyback on that event? There was an empty lot right downtown on the main highway, right across from where the cars would be parked. It wasn&#8217;t the best looking lot, it needed some attention. There was kudzu climbing the walls of buildings next to it, graffiti on the same buildings and the weeds needed some major whacking.</p>
<h3>Ask</h3>
<p>Kathy Spurlock owned the empty lot. I had already visited with her. I knew her time was already stretched thin, and her funds were being used for other community projects. Still, there was this empty lot waiting to be filled.</p>
<p>I asked her if the artists in the Jackson County KY Creative Community could possibly use it for a popup.</p>
<h3>She said yes</h3>
<p>The empty lot pop up was created! One artist&#8217;s husband took his weedwhacker and cleaned out an area just big enough for pop-ups. Everyone in the group spread the word a pop up was coming through social media and word of mouth. Other artists were invited. Signs were posted around the county. No one person was in charge, everyone participated as best they could.</p>

<h3>It worked!</h3>
<p>There were many entrepreneurs set up with their works displayed. Folks came and bought from them, enjoyed the car show, and ate some food from local vendors. The Jackson County Creative Community added more artists as members too. There were lessons learned.</p>
<ul>
<li>You can <strong>pop up anywhere</strong>.</li>
<li>It&#8217;s a good idea to <strong>join in another event</strong> and promote them both for more attendees.</li>
<li>People are looking for s<strong>omething new and unique</strong> to do. Your excitement brings them in.</li>
<li>Entrepreneurs come in all shapes and sizes and offering this kind of small step helps c<strong>reate more businesses in your community</strong>.</li>
<li>Business can be conducted in <strong>unusual locations and empty lots</strong> are great testing grounds.</li>
<li><strong>It&#8217;s a small step.</strong> If it doesn&#8217;t work, you haven&#8217;t lost anything.</li>

<h2><strong>Do your homework &#8211; WHO WILL BE ATTENDING the event?</strong></h2>
<p>Cater to that audience. Families, College students, Car enthusiasts, Cosplay&#8230;yes, even them.</p>
<h2>If you do not want to keep your store open, set up a SIDEWALK STAND or TABLE and sell there.</h2>
<p>An assortment of products and swag to just give a little taste of what you offer for when they come back.</p>
<h2>Bring the right FREEBIES.</h2>
<p>This can be as simple as a bag with your logo on it, or a package of tissues with your logo on it. Chapstick, small notepads, microfiber cleaning cloths. It should be something that people use often and keep around either in their purse or car. Be sure to have your logo with the business name and what you are, address, and social media. Phone number is fine, but they are more likely to want to come back to visit or look you up first.</p>
<h2>Hold a DEMONSTRATION.</h2>
<p>Do you have a product you want to show off? Now is the perfect time to do so. If it is clothing, get a few models to show off your merchandise.</p>
<h2>SURVEYS &#8211; 5 questions at max that will help your business succeed.</h2>
<p>Examples: &#8220;How satisfied are you with the customer service you received?&#8221; &#8220;How satisfied are you with the price of our product/service?&#8221;<br />
&#8220;What is the most memorable part of your experience?&#8221; &#8220;Where do you live?&#8221;</p>
<h2>Collect video TESTIMONIALS or written testimonials.</h2>
<p>People love to hear stories. Find customers that you have that can talk about a product they bought, how great it is, and maybe something that happened when they used it. Example: &#8220;I bought this Consuela Bag for my Mom on Mother&#8217;s Day. The quality is so great because we have used it while camping at Alabaster Caverns to Sand Dunes in Waynoka to visiting the Salt Plains and it still looks brand new!&#8221;</p>
<p><strong>While on the topic of videos, get a video ENDORSEMENT.</strong> If it is a known official, local or state celebrity, nationally acclaimed, or organization; see if they will give approval to endorse your business and then promote it later.</p>
<h2>Share COUPONS or vouchers.</h2>
<p>Events a great time to get them to a bunch of people. &#8220;10% off&#8221; &#8220;Free Gift&#8221;. Be unique.</p>
<h2>Create a SALES EVENT to take place the next day or week.</h2>
<p>You have a chance to reach out to many people. So create your own event sometime after. Advertise it during the event taking place.</p>
<h2>Create a POKER WALK during the event.</h2>
<p>Work with other businesses open during the event. Do a 20% DISCOUNT SHARE. This means if they shop at one store and buy something, they get a 20% discount at another store. That store has it for another store. And so on and so on.</p>
<h2>Be an event SPONSOR.</h2>
<p>Before the event is happening, see what it takes to get your name on the advertisement.</p>
<h2>Gather E-MAILS.</h2>
<p>This is the perfect time to build up your client list. Use your phone to collect and store e-mails to increase your customer e-mail blasts.</p>

<p>Living in a small town, we are often inclined to see change in our community as a threat to ourselves and our way of life. When we feel threatened by change, uncertainty rears its ugly head and our negativity often takes over. We say things like</p>
<p>“<em>What’s wrong with the way we’ve always done it?</em>”</p>
<p>or “<em>Why do we need something new? The old one’s just fine.</em>”</p>
<p>or “<em>We can’t afford that.”</em></p>
<p>or “<em>That will never work, we’ve tried it before.”</em></p>
<p>And, sometimes we just outright disguise our negativity as facts, experience, or helpful guidance.</p>
<p>Every day as a community coach I work with rural changemakers to develop their thriving small towns. These passionate people explore what’s possible and create local vision. They work diligently to engage more people in the process and listen with curiosity to make ideas stronger. They seek outside resources and partnerships to fund projects. But along the way, these rural changemakers always encounter one common denominator – <em>negativity</em>.</p>
<p>One rural changemaker stated this:</p>
<blockquote><p><em>When the negative voices in our community start to make noise, it pulls us away from our purpose and each other… pretty soon people start believing what&#8217;s the loudest rather than searching for what’s possible</em>.”</p></blockquote>
<h2>How to change the negativity habit</h2>
<p>So, the overarching question is, how might a community change its negativity habit? James Clear, author of Atomic Habits writes:</p>
<blockquote><p><em>The root of behavior change and building better habits is your identity. Each action you perform is driven by the fundamental belief that it is possible. So, if you change your identity (what you believe you are), then it is easier to change your actions.”</em></p></blockquote>
<p>If you agree with James Clear that building better habits starts with changing your identity, then the answer to the question above is to create a new community identity. What if you became known as a thriving community of rural changemakers?</p>
<p><strong>It can start with one.</strong> One rural changemaker – YOU – can master your own mindset and manage the negativity habit that exists around you. Then ask other rural changemakers to join you on this quest for a thriving community.</p>
<h2>Practical steps to take</h2>
<p>As you gather your crowd of rural changemakers and engage with others who are stuck in the negativity habit take these conscious actions to constructively engage</p>
<ol>
<li>Show confidence in your skills, abilities, and <strong>your new identity as a rural changemaker.</strong></li>
<li><strong>Listen to others</strong> intently and with curiosity to <strong>shift from problem mode to solution mode.</strong></li>
<li>Say, “I don’t have the answer right now.” Diffuse negativity by tactfully supplying a well-thought-out response later.</li>
<li>Redirect conversations by <strong>talking about what’s possible.</strong></li>
<li><strong>Ask for solutions</strong> that could resolve problems from the past.</li>
<li>Turn complaints into opportunities by brainstorming ideas.</li>
<li><strong>Focus on what is within your control,</strong> not things you cannot control.</li>
<li><strong>Test innovative ideas</strong> by implementing short 30-day action plans.</li>
<li><strong>Celebrate your successes</strong> to create a community buzz.</li>
<li>Become stronger together by recognizing all the good things going on in the community and <strong>share those stories publicly.</strong></li>
</ol>
<p>Cutting out every bit of negativity is unrealistic, but we can learn to live responsively instead of reactively, being positive when others are negative. If we simply ensure our attitude as a rural changemaker aligns with our community’s vision, together we can and will thrive into the next generation.</p>

<p>My dear friend John Grossman and his wife Dawn own the <a href="https://holyokehummuscompany.com/">Holyoke Hummus Company in Holyoke, Massachusetts</a>. I&#8217;ve marveled at how they grew from setting up a small folding <strong>table</strong> at a local park selling falafel sandwiches to acquiring a <strong>cart.</strong> Next, they outgrew the cart and bought a <strong>food truck.</strong> They eventually opened a <strong>restaurant.</strong></p>
<p>I appreciate their growth because John tested each stage and grew based on the results.</p>
<p>Don&#8217;t get me wrong, it wasn&#8217;t easy, and some steps tripped him up, but each stage built on the success of the previous one.</p>
<h2><strong>Pandemic Adjustments</strong></h2>
<p>In the early days of the pandemic, restaurants shut down. So, like many others, John made the switch to pick-up or delivery orders. But maintaining a full, sit-down restaurant didn&#8217;t make sense financially. <p>John adjusted quickly. He moved his food prep operations to a <strong>co-kitchen.</strong> Then, he partnered with a new cannabis dispensary where he could <strong>park his truck</strong> and serve. This spot became the new pick-up (and walk-up) location.</p>
<p>It was great. Locals could venture to the truck to grab a bite, and the online delivery orders kept coming.</p>
<p>Of course, that changed when restaurants reopened. Suddenly those pick-up orders slowed down.</p>
<p>So, John adjusted again.</p>
<h2>Not going back to a restaurant</h2>
<p>He stopped his truck service at that location and shifted his focus to his business&#8217;s <strong>catering and events side.</strong> He continued to use his food truck and food trailer, which are far more profitable than the restaurant.</p>
<p>While this was all happening, John hired a food scientist to replicate his hummus recipe for <strong>large-batch</strong> preparation and eventual supermarket distribution.</p>
<p>From the outside, owning and operating a restaurant has all the indicators of achieving a certain level of success. But, in reaching that point, it might be tempting to hold on to it too long for fear of having to do what feels like a failure or at least take a step backward.</p>
<p>John&#8217;s story is different. First, he did what he could to make adjustments and stay put through the pandemic. But when it became clear that wasn&#8217;t going to work, he changed his model.</p>
<h2><strong>Shift to What Works</strong></h2>
<p>The phrase Fail Forward gets used a lot. And while I get that, it seems like that&#8217;s what is happening here. But I&#8217;m not sure it is.</p>
<p>At its core, the Holyoke Hummus Company makes and sells delicious food. They have a variety of proven methods for getting that food to their customers. And when one of those methods stopped working, John shifted to something else; something that had worked for him before.</p>
<p>And the shift did work until it didn&#8217;t. So John shifted to something else that has worked.</p>
<p>We spend so much time worrying about our failures or attempting to mine them for precious lessons.</p>
<p>Maybe we need to change that approach and shift to what works.</p>

<p><strong>Quite simply, community dialogue is an exchange of ideas and experiences through listening, sharing, and questioning. At its best, community dialogue is created in a safe environment where a diverse group of people gather to talk and understand each other. Community dialogue at its worst looks something like the embarrassing story I am going to share about my own community members and town board.</strong></p>
<h2>The Town Board Meeting &#8211; The Old Way</h2>
<p>A few years ago, there was a local issue flaring up in my community. Honestly, I can’t even remember the topic of the issue, but it was important enough that community residents were rallying together to attend the monthly town board meeting so they could have a voice in the decision-making process. I decided to attend. About 15-20 residents filed into the fire hall taking a seat on a folding chair or standing against the wall as the meeting was called to order. The town board and staff sat at a rectangle table at the front of the building. They moved through the approval of their agenda never acknowledging the small crowd to their back.</p>
<p>The crowd sat quietly and respectfully for the first 30 minutes, but then some chatter started in the back. After more than an hour the town board got to the issue at hand. The town board began discussion among themselves at the table, which was hard to hear because two of them had their backs to the group. Someone sitting toward the back of the room asked, “Could you speak up?” Again, the town board members never acknowledged the group but continued their discussion with each other about the issue at hand.</p>
<p>Suddenly something was said by one of the town board members that was clearly heard but not popular with the group. The man behind me started booing loudly! Others started talking and heckling. One person was saying, “Be quiet! I can’t hear.” One of the town board members then turned to ask the group to quiet down and show respect as they finish their discussion. Someone yelled, “Don’t we get to speak?” There was no response. The town board made their motion, voted, approved their decision, and moved to the next agenda item.</p>
<p>In the chaos, people started to realize the town board had moved past their issue, so they noisily filed out of the fire hall into the parking lot. The group was confused about what had just been decided and everyone was astonished that not one person was allowed to have a voice in the conversation. There was absolutely no dialogue allowed!</p>
<p>As I stood outside the fire hall, embarrassed and stunned by the behavior I had just witnessed in that meeting, it was obvious to me that my town leaders were frightened to engage the public and the public wasn’t equipped to engage in healthy community dialogue!</p>
<p><strong>As a community coach, I regularly hear local leaders verbalize their fear that the negative voices will just take over and chaos will ensue if they host a community conversation. I assure you community dialogue doesn’t have to be frightening or end in chaos, instead it can create motivation and common vision.</strong></p>
<h2>What dialogue is and is not</h2>
<p>When discovering how to fearlessly engage in good dialogue, it’s helpful to recognize what dialogue IS NOT. <strong>Dialogue is not debate.</strong> In debate the goal is to be right. You believe your solution is the right solution, and your duty is to find flaws in the other solutions presented. Dialogue is also not about total agreement with others. People can be respectful to one another while not needing to agree with everything they believe and do.</p>
<p>On the other hand, dialogue IS a motivator of people and their communities. Dialogue helps people collectively work toward a common vision, understanding, or solution to an issue. People engaged in dialogue listen to understand perspectives, needs, expectations, or solutions. <strong>Dialogue is an opportunity for people to be heard and understood while displaying open-minded attitudes and a willingness to be wrong and accept change.</strong></p>
<h2>Practical Steps to healthy dialogue</h2>
<p>Creating healthy community dialogue starts with one…YOU. To get started, the next time you engage in dialogue with an individual or small group,<strong> practice listening to understand rather than listening to respond.</strong> Allow for two-way collaborative communication by asking a series of open-ended questions such as <strong>What’s happening? What’s your one biggest challenge? How can I help? What do you want in the end? or What are the possible solutions?</strong></p>
<p><strong>Throughout your dialogue practice just remember it’s about three simple behaviors: listening, sharing, and questioning. You can do it!</strong></p>

<li>You will be bringing in new people to your store to meet these crafters. Cross promotion is good for business.</li>
<li>You’re giving a hand up and not a hand out to a new business person.</li>
<li>You’re enlivening your community using local resources.</li>

<p>My husband is a mechanic. The tools of his trade are important to his work. He has a large toolbox with many drawers lined in soft black padding. His tools lay clean and organized inside each drawer for easy access when he needs the right tool for a job. Yet, when things get busy tools don’t get wiped clean, and they don’t get put back into that organized toolbox. This is when frustration levels rise, every job gets harder, and jobs take longer because he&#8217;s looking everywhere for the right tool.</p>
<p>Like a mechanic needs easy access to the right tools, our local community economic development (CED) organizations need easy access to the right tools &#8212; like public policy. In most rural communities, the development organization is the one group responding to the local needs that neither the market economy nor government is fully satisfying. These development organizations are working mostly alone to create solutions for housing, daycare, business retention and expansion, workforce issues, leadership development, and other quality of life issues. One organization cannot effectively tackle all these local issues alone. If the role of public policy is not in place to support development, then local frustration levels rise, every project gets harder to do, and progress takes longer because development leaders can’t grab the right tool from the toolbox.</p>
<h2>Nine components of community and economic development</h2>
<p>I was community coaching in a small town recently with twelve local leaders. This group represented city council members, county commissioners, and the economic development board of directors. We were mapping out their community and economic development model.</p>
<p>This model included the components of:</p>
<ol>
<li>business attraction</li>
<li>existing business</li>
<li>entrepreneurship</li>
<li>workforce/education</li>
<li>infrastructure</li>
<li>quality of life</li>
<li>leadership development</li>
<li>storytelling/branding</li>
<li>role of public policy</li>
</ol>
<p>As each person was journaling their lists of activities in the nine areas, the mayor asked me for an example under the column labeled, &#8220;Role of Public Policy&#8221;. To prompt his brainstorming, I asked, “To support community economic development, have you hired a code enforcement officer or implemented the Municipal Gross Receipts Tax?”</p>
<p>As we worked together that evening, the group named two activities under the role of public policy – 1) Implementing Zoning and 2) Code Enforcement. Those are both good supporting public policies. Yet, as I looked over their collective work, it concerned me that a room with many elected officials could only name two public policies to support development. In that moment the story I told myself was, elected officials don&#8217;t know their role in public policy when it comes to supporting development.</p>
<p>So, what’s missing that could help elected officials connect the dots between the role of public policy and community economic development?</p>
<h2>Goals of community development</h2>
<p>A first step toward connecting those dots may be to define and understand development in your community. In addition to the nine components of the development model I listed above, below are a few general goals of any typical development organization:</p>
<p>Goal 1. Building Greater Community Capacity and Quality of Life</p>
<p>Goal 2. Nurturing Pride, Self-Reliance, and Leadership</p>
<p>Goal 3. Enhancing Skills and Attracting a Quality Workforce</p>
<p>Goal 4. Developing Businesses that are Responsive to Social and Economic Needs</p>
<p>Goal 5. Fostering Balanced, Fair, and Sustainable Economic Development</p>
<h2>Example public policies to support community economic development</h2>
<p>A next step is to explore public policies other communities are implementing to achieve their goals. Some examples of existing policies include:</p>
<ol>
<li>Investing in workforce attraction/retention incentives</li>
<li>Prioritizing financial investments for paid staff of local housing, chamber, and economic development organizations, along with joint agreements on desired impacts</li>
<li>Implementing a city sales tax, Municipal Gross Receipts Tax or lodging tax</li>
<li>Implementing discretionary tax formulas to support housing improvements and business development</li>
<li>Implementing local Main Street beautification and façade programs</li>
<li>Creating an ecosystem of supporting local business to increase local sales tax</li>
<li>Investing in quality-of-life and recreational amenities</li>
<li>Utilizing Tax Increment Financing</li>
<li>Prioritizing Planning &amp; Zoning</li>
<li>Owning or supplementing local daycare facilities.</li>
</ol>
<p>&nbsp;</p>
<p>Together, elected officials and economic development leaders can connect the dots between the role of public policy and community economic development by visioning for the future, naming the local needs, setting some goals, and innovatively developing public policy as a tool to create a thriving rural community.</p>

<p>I watched Jon Stewart&#8217;s Political Comedy &#8216;Irresistible’. The story is set in small-town Wisconsin. The community has recently suffered a devastating loss of their main employer. In response, a failed political consultant from Washington, D.C. lands himself a gig helping a local veteran run for Mayor against the long-time incumbent. The consultant, planning to use this situation for his own political gain, sends out his first press release to the national media titled, <em>Small Town Small Minds</em>. When I saw that headline on the screen I said to my husband, who was half asleep, “Did you see that headline? I can&#8217;t believe it said Small Towns Small Minds!” This is where you tell me &#8212; it’s just a movie – but <strong>why are small towns almost always portrayed as marginal, fragile communities disjoined from the rest of the nation?</strong></p>
<p>In a January 3, 2020, Washington Post article titled, <em>The harmful, popular misconceptions about rural America</em>, Christopher Ingraham, a reporter and resident from small town Minnesota wrote, “<strong>There are as many different modes of being an American as there are towns, or families, or individuals living in this country.</strong> The mantle of “real American” — and all the scrutiny, assumptions and mythmaking that come with it — is a burden that none of us should have to bear alone, but rather is one that we can all share.”</p>
<p>Bearing the scrutiny that these rural stereotypes bring on us is a complex challenge. It will need collaboration, innovation and hard work. Communities with strong human capital, regional connections and a focus on available assets can create opportunities to solve this long-standing, complex issue.</p>
<p>By taking a step toward action, reaching across differences, engaging with fellow influencers and focusing on local assets YOU can make your town a good place to live and breakdown rural stereotypes. Here&#8217;s a list I jump-started for you:</p>
<ol>

<li><strong>Seek outside support and funding</strong> that can be applied strategically to the community’s vision. Even in small amounts, these resources can increase local commitment and incentivize private investment.</li>
<li><strong>Encourage collaboration within the community and across the region</strong> to strengthen jointly held priorities.</li>

<p>We must not let negative language about our small towns persist. So, get engaged in creating solutions to overcome rural stereotypes that blight our public image.</p>
